29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  (a) For employees cleaning the rifle/gun ranges located at 116 East Fletcher Ave., Tampa, FL 33612, as noted on or about 08/18/2014 and 09/18/2014, no written hazard communication program was in place for the ammunition and residue created by it at the rifle/gun ranges.  Some of the components in the shooting range residue were lead, antimony, and barium.

29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the  safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  (a) For employees working at 116 East Fletcher Ave, Tampa, FL 33612, as observed on or about 08/18/2014 and 09/19/2014, no training was conducted on the new Safety Data Sheets and Pictograms. Some of the residue of the rounds that employees were exposed to contained lead, antimony, and barium.

29 CFR 1910.120(j)(1)(i): Hazardous substances and contaminated, liquids and other residues shall be handled, transported, labeled, and disposed of in accordance with this paragraph.  (a) For employees disposing of the rifle/gun residue into the 50 gallon drums located in the auger room, drums were not properly marked to identify the combustible hazard associated with the content of the drums. Residue contained but was not limited to lead, antimony, barium, sulfur, charcoal, and potassium nitrate.
