29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers were not equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails:    a) South End of Storage Area - The stairs to access the lower level area on the south end of the building had five risers and no hand rails on either side.       b) North End of Storage Area - The stairs to access the lower level area on the north end of the building had four risers and no hand rails on either side.
