29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a. Two employees installing concrete roofing tiles on a 6:12 pitch roof are exposed to an 11 ft. fall hazard without the use of personal fall arrest system, safety net system or guardrail system.     The employer fails to assure effective protection against falls as required by the standard, as demonstrated on October 23, 2014, when employees were working on a residential roof at 3632 Valverde Cirlce, Jacksonville, FL 32224 without fall protection.    Professional Sunshine Roofing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 799521, citation number 01, item number 001 and was affirmed as a final order on January 28, 2013, with respect to a workplace located at 13507 Montecito Place, Jacksonville, FL.    Professional Sunshine Roofing, Inc. was previously cited for a repeated violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 907966, citation number 02, item number 001 and was affirmed as a final order on July 10, 2013, with respect to a workplace located at 1398 Sunset View Lane, Jacksonville, FL.    To abate this violation, the employer must ensure that all employees working at elevations of 6 feet or greater are protected from falls by a fall protection system.  Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance; including and explanation of how these steps protect its employees from fall hazards.
