29 CFR 1915.89(o)(2)(i):   The employer did not train each employee who was, or may be, in an area where lockout/tags-plus systems were being used so they know the purpose and function of the employer's lockout/tags-plus program and procedures:    a)  Bayonne Drydock, Military Ocean Terminal, Bayonne, NJ    Temporary employees working on mechanical equipment in ballast tanks and motors in Pump room are exposed to hazardous residual energy, including but not limited to, electrical and mechanical energy sources.  Such workers were not trained on the host employer's lockout/tags-plus program and procedures.
