29 CFR 1910.1200(h)(3)(iv):  The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  The employer did not develop an adequate hazard communication program to facilitate training for employees exposed to crystalline silica while handling bentonite mineral materials.  The employer failed to train employees on the new label elements (e.g., pictograms and signal words) and the new Safety Data Sheet (SDS) format (i.e., the section order and the type of information contained within each section), as required by the revised Hazard Communication Standard effective December 1, 2013.  Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c).
