29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:    Location:  Connecticut Ave, Norwalk, CT 06850      An adequate fall protection system was not in place while an employee was climbing the metal support frame on the rear of the outdoor advertising sign and was exposed to fall hazards of approximately 22 feet 8 inches.
