OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to crushed-by hazards:  At this location, employees from Nine Energy Service's were performing pipe cementing of an oil and gas piping. The Rig Hoist Operator;  a. lifted the cap of the plug container cap out of the Nine Energy Service employees hands while they were threading a wire to the cap, without being directed to by a Nine Energy Service employee; and,  b. lifted and dropped the plug container onto the top of the well piping, during the installation of the plug container onto the top of the well piping, without being directed to by a Nine Energy Service employee.  IN THE ALTERNATIVE:  29 CFR 1910.180(h)(3)(iii)(a): There was sudden acceleration or deceleration of the moving load.   At this location, employees from Nine Energy Service's were performing pipe cementing of an oil and gas piping. The Rig Hoist Operator;  a. suddenly lifted the cap of the plug container cap out of the Nine Energy Service employees hands while they were threading a wire to the cap, without being directed to by a Nine Energy Service employee; and,  b. suddenly lifted and dropped the plug container onto the top of the well piping, during the installation of the plug container onto the top of the well piping, without being directed to by a Nine Energy Service employee.
