29 CFR 1926.20(b)(2):  The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of job-sites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):     (a)  Extreme Paint and Drywall, Inc., 85 Sunshine Circle, Erie, CO 80516:  On and before April 13, 2015 the controlling employer did not ensure that employees of subcontractor JBB Drywall were protected from injury, in that those employees were exposed to hazards associated with improper use of scaffold equipment. A subcontractor employee fell approximately 6 feet while performing residential construction work in that cross braces on one side were missing and the working surface was not fully decked. The lack of cross braces and full decking exposed employees to the hazard of falling approximately 6 feet due to an unsteady and weakened scaffold.
