The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated  a-Exterior Framing: A worker was exposed to fall hazards of approximately 15ft to the concrete below while working from an aerial lift in which a personal fall arrest harness was worn but not secured to the lift basket via a lanyard. Condition noted on or about 05/02/2015.
