29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels were not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. At the north side of the building; employees installed panels on a steep roof with a 6:12 pitch without fall protection, exposing employees to fall hazards of approximately 27 feet.

29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. At the north side of the building; employees worked near the edge of the roof to install panels from the scaffold platform without the use of fall protection, exposing employees to fall hazard at approximately 19 feet.
