29 CFR 1926.20(b)(1): The employer did not initiate and maintain programs necessary to ensure compliance with the Occupational Safety and Health Standards:                 On or about July 10, 2015, south bound lane Hwy 171, Ragley, LA:  The employer failed to develop and implement a safety and health program containing policy, hazard assessment and work rules for the job site and the company's procedures to eliminate those hazards. The employees were laying asphalt along a stretch of highway and were working in areas of potential exposure to high voltage overhead power lines.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:    On or about July 10, 2015, Hwy 171 South, Ragley, LA: the employer did not provide adequate instructions to each employee in the recognition and avoidance of electrical hazards in that employees engaged in highway construction were allowed to work in areas of exposure to high voltage overhead power lines.
