29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: a) On or about 07/17/2015, the employer had not developed or maintained a written hazard communication program when employees were working with hazardous chemicals such as, but not limited to, flux materials, soldering wire, industrial strength degreaser, paraffinic oil, and alkaline powder soak cleaner. All provisions of 29 CFR 1910.1200(e) through (h) must be covered in a written hazard communication program. Key elements include, but are not limited to, the following: 1) Container labeling 2) List of chemicals 3) Collection of SDS 4) Employee information and training

29 CFR 1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical: On or about 07/17/2015, the employer did not ensure that all containers of hazardous chemicals were labeled, marked or identified with the contents of the container and/or the hazards associated with the chemical within. a) Containers were not labeled with the hazard warnings of the chemicals within such as, but not limited to, parts washer tanks of cleaning detergents and a waste water tank for the parts washer line. b) Containers were not labeled with the identity of their contents or the hazards associated with the chemical within such as, but not limited to, degreaser tanks, black and white flux pots, and a waste oil bucket.
