Crossbraces were used as a means of access. a. On or about 07/22/2015, Four Star Construction, Lt. Governor office Bldg. - #18 Kogens Gade, St Thomas V.I - scaffold area: No access ladders were provided to employees needing to access at a working level of 12ft., 18 ft. and 24 ft on supported scaffolds end frame type scaffolds.
