29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:  a)  at the worksite, where employees are required to wear respirators when conducting spray finishing activities, a written respiratory protection program including provisions for medical evaluations, fit-testing and training, had not been developed and implemented.

Employees use hazardous substances such as, but not limited to, powder coatings containing 1,3,5,-Triglycidyl Isocyanurate (TGIC), barium sulfate, carbon black and zinc oxide.

29 CFR 1910.1200(h): Employees were not provided effective information and training as specified in 29 CFR 1910.1200(h)(1) and (2) on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard was introduced into their work area:  a)  At the worksite, employees were not informed of the requirements of 29 CFR 1910.1200, hazardous chemicals in their work area, and the location of the hazard communication program and lists of hazardous chemicals.  The employees were not trained on the physical and health hazards of chemicals used, protective measures, and the details of the Hazard Communication Program.  Employees use hazardous substances such as, but not limited to, powder coatings containing 1,3,5,-Triglycidyl Isocyanurate (TGIC), barium sulfate, carbon black and zinc oxide.
