29 CFR 1910.101(a): The employer did not determine that compressed gas cylinders under his control were in a safe condition to the extent that can be determined by visual or other inspections conducted as prescribed in the Hazardous Materials Regulations: Factory Deck: On or about February 11, 2016 and at times prior thereto, reserve cylinders of ammonia showed extensive corrosion with pitting. This condition exposed employees to inhalation hazards in the event of cylinder failure.

29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6. Factory Deck: On or about 11 February 2016 and times prior thereto, reserve compressed gas cylinders of ammonia were stored where they were subjected to continuous dampness and salt water environment. Cylinders showed evidence of heavy corrosion with pitting. This condition obscured the labeling and qualification of the cylinders and exposed employees to inhalation hazards in the event of cylinder failure.
