29 CFR 1910.119(f)(3): The operating procedures were not reviewed as often as necessary to assure that they reflect current operating practice, including changes that result from changes in process chemicals, technology, and equipment, and changes to facilities:  a. Honeywell Frankford Plant, Boiler House (BL-701), Eddy Current Drive - The employer did not update the "BL-701/702 Start-up on Eddy Current Drives" operating procedure to include the use of a pipe wrench to jump start the Eddy Current Drives following a total loss of steam.  On January 18, 2016, all three boilers were shutdown causing a total loss of steam. The start-up of the boilers required the use of the Eddy Current Drives.   Observed On or About 02/22/16.
