29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  (a)  The employer's written Hazard Communication Program did not include elements such as but not limited to:     1.  An inventory of all chemicals present,     2.  Designation of the person(s) responsible for workplace labeling as outline in section (f),     3.  Designation of the person(s) responsible for obtaining/maintaining the SDSs, how to obtain the SDS, procedures to follow if the SDS is not received at the time of the first shipment, and procedures if it was suspected the SDS is not appropriate as outlined in section (g),     4.  Designation of the person responsible for conducting the training, how the training was to be conducted, and the required elements of the training program as outlined in section (h).
