29 CFR 1926.1431(k)(5):     Tag lines shall be used when necessary to control the platform.    At the communication tower located on the North East side of the intersection of Dodge Street and Hwy 680 behind the BMW dealer the employer is failing to ensure that a tag-line was being used in accordance with this subpart when the crane was used to hoist a man-basket.  The man-basket was being used to hoist personnel with the use of a crane to the top of a communication tower in order to replace RF transmitter(s) with upgraded equipment.  This equipment replacement was occurring at 80 to 100 feet from the ground.
