29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stair rail system along each unprotected side or edge:   On or about July 11, 2016 at the above addressed jobsite employees were accessing the second floor of an apartment complex under construction by utilizing a cement stairway that had unprotected sides and no stair rail system, exposing the employees to a fall hazard of approximately 10 feet and 8 inches.
