29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:      a) On or about 8/15/16, at the Elk Terminal Lofts Construction Project, 230 Scott St., Buffalo, NY: Employees were exposed to a potential fall down the Unit 34 B stairway leading from the second floor, down 7 steps to an intermediate landing, then making a 90 degree turn to the right and down another 13 steps to the dock level. Each section of the stairway was enclosed on both sides and neither section had a handrail installed on at least one side.      NO ABATEMENT CERTIFICATION REQUIRED
