29 CFR 1926.20(b)(2):  The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:     (a)  NorthWest Roofing, 700 Bonnie Brae Blvd, Denver, CO:  On or about July 26, 2016, the controlling employer in charge of the worksite did not conduct frequent inspections of the jobsite to ensure the use of fall protection while employees working for a roofing sub-contractor installed new roof shingles on a 7 and 12 sloped roof. Condition exposed six roofers to a fall hazard of approximately 20 feet to the ground below.     Abatement Note:  Abatement certification is required for this item (see enclosed "Sample Abatement-Certification Letter").     Abatement Note: OSHA defines a "competent" person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
