29 CFR 1926.451(a)(1): Each scaffold and scaffold component was not capable of supporting, without failure, its own weight and at least 4 times the maximum intended load applied or transmitted to it:    a) 4755 Ogletown-Stanton Road - Tower A, Newark, DE - On or about September 16, 2016, the employer failed to ensure scaffold and components were inspected prior to use in accordance with manufacturer's recommendations, to include checking hoists and descent mechanisms, exposing employees to a scaffold collapse and falls.
