29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  a) Bank, Corner of Hodgson Memorial & Mall Blvd - On or about February 23, 2017, an employee used the top cap of a 6-foot fiberglass step ladder to check the top of a monument sign, resulting in a 6-foot fall hazard onto earthen ground.
