29 CFR 1910.29(b)(1): The top edge height of top rails, or equivalent guardrail system members, were not 42 inches, plus or minus 3 inches, above the walking-working surface:         a.)  Erie Coke Corporation, Topside of the coke oven battery-West guardrail between coke oven batteries "A" and "B"  (North of Larry Car Bin/Bunker), On or about May 17th, 2017 and times prior thereto:  The top rail height of the guard rail system on the West guardrail between coke oven batteries "A" and "B" was measured at approximately 35.5 inches.  The height of the top rail potentially exposed employees to a fall hazard during walking or work operations in this area.
