29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2). M/V LCU 1681, 01 Deck: Temporary guardrails did not comply with 29 CFR 1915.71(j)(1) and (j)(2): a) A section of the top rail between two stanchions measured 36 inches. b) A section of top rail between two stanchions measured 27 inches. c) A section of top rail between two stanchions measured 30 inches. d) Midrail(s) were missing between stanchions. e) Straps and/or cables used as temporary guardrails were not taut. f) The corner of the platform did not have a guardrail through an intermediate stanchion. Employees were exposed to fall hazards of at least 80 inches to the lower level.
