29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1m) above a lower level was not protected from falling to that lower level: Employees engaged in applying EIFS to the exterior portion of a new building with the use of scaffolding were exposed to fall hazards of approximately 40 feet to the ground below, in that guard rails were removed and not preplaced.
