29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees.    a) Liscio's Italian Bakery, Inc. - Bread Lines 1, 2, 3, 4, 5: The employer did not ensure that authorized employees such as the machine operators were trained on all aspects of the LOTO program and all specific procedures for each individual machine or equipment identified in the program that was used by each authorized employee as part of their job duty.  Machine operators performing cleaning or modification on the bread lines were not implementing Lock Out / Tag Out operations, observed on or about 03/28/2018.
