29 CFR 1926.503(c): The employer did not retrain affected employees who already had been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section: Note: Circumstances where retraining is required include, but are not limited to, situations where (1) Changes in the workplace render previous training obsolete; or (2) Changes in the types of fall protection systems or equipment to be used render previous training obsolete. a0. On or about July 5, 2018 four employees were installing roof sheathing on a new residential construction project and were exposed to falls in excess of 9 feet to the ground below because they demonstrated an inadequate understanding of the guardrail system and how to properly use the guardrails to assure full protection of the employees.
