29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury:  Employees installing gasoline tanks in an excavation were exposed to hazards, including but not limited to slips and falls, cave-in, and struck by hazards in that the employees had not been trained to recognize and avoid unsafe conditions associated with excavations and the regulations applicable to the work environment.
