The employer is failing to ensure that all employees exposed to fall hazards while working on a commercial roof are utilizing fall protection.  This most recently occurred on November 8, 2018 on the jobsite located at 7007 Oak St, Omaha, NE 68106.  Two employees were observed setting a wall panel on the third floor a newly constructed commercial building where the ground to eave height was greater than 6 feet.  Employees were not utilizing any form of fall protection.
