29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level are not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  a) Jobsite: The employer, Big Dog Solar Energy, does not ensure employees are using fall protection when exposed to serious fall hazards.  Employees were exposed to fall hazards ranging from 18 to 25 feet to the ground below while working on the roof of a metal building with a 2 in 12 pitched roof.  This condition was most recently observed on December 4, 2018 at 23669 Bat Corner Road, Parma, ID 83660.    Note) Certification of corrective action and supporting documentation are required for this item.     Big Dog Renewable Energy, LLC dba Dig Dog Solar Energy was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 13301124, citation number 1, item number 1a, and was affirmed as a final order on August 20, 2018, with respect to a workplace located at 3946 Jordan Circle, ID Falls, ID 83406.

29 CFR 1926.503(b)(1): The employer did not verify compliance with paragraph (a) of this section by preparing a written (training) certification record including the name or other identity of the employee trained, the date(s) of the training, and the signature of the person who conducted the training or the signature of the employer:  a) The employer, Bog Dog Solar Energy, has not certified that their employees have been trained by a competent person who is qualified in the proper selection and use of a fall protection system for the work to be done. Employees performing solar panel electrical tie-in activities on a metal roof deck, failed to recognize or acknowledge the fall hazard.      Note) Certification of corrective action is required for this item.
