29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.  a)  On January 17, 2019 at W5681 Jones Way in Appleton, employees were working on a roof nineteen feet above surface level without utilizing fall protection equipment.  b) On January 17, 2019 at W5681 Jones Way in Appleton, the employer did not ensure a guardrail system had been installed in a second floor, sixty inches wide by fifty-seven inches high window opening prior to an employee walking/working on the second floor; bottom edge of window opening thirteen and one half feet above surface level.
