29 CFR 1926.701(b): Reinforcing steel. All protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement.  On or about 02/28/2019 at the Evergreen Crossing Retirement Project, employees were working at and near reinforcing steel with mushroom caps installed that did not eliminate impalement hazards.
