29 CFR 1910.132(a): Protective equipment was not used when necessary whenever hazards capable of causing injury and impairment were encountered:    a) On or about March 8, 2019, the employer did not provide PPE to minimize skin contact with flame retardant coated fabric. Skin contact with flame retardant coated fabric may cause allergic contact dermatitis or irritant contact dermatitis to employees. Allergic contact dermatitis or irritant contact dermatitis symptoms include rashes, blisters, and flaky, dry skin that can itch and burn.

29 CFR 1910.1200(h)(3)(iii): Employee training did not include the measures employees can take to protect themselves from chemical hazards, including specific procedures the employer had implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures and personal protective equipment to be used:    On or about March 8, 2019, the Hazard Communication training provided to employees sewing and cutting fabrics did not include the methods employees were to take to minimize contact with flame retardant coated fabric to prevent allergic contact dermatitis or irritant contact dermatitis.

29 CFR 1910.1200(g)(8): The employer shall maintain in the workplace copies of the required safety data sheets for each hazardous chemical, and shall ensure that they are readily accessible during each work shift to employees when they are in their work area(s). (Electronic access and other alternatives to maintaining paper copies of the safety data sheets are permitted as long as no barriers to immediate employee access in each workplace are created by such options.):  a) On or about March 8, 2019, the Material Safety Data Sheet, dated August 2003, for the Rockland Industries Flame Retardant (FR), Foam Coated, Cotton-blend Fabrics was not in the required Safety Data Sheet (SDS) format nor the current SDS for fabrics purchased in 2018 and 2019.
