29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) 1019-1021 Rutter Ave., Forty Fort, PA: The side rails of a Werner 16 foot extension ladder used by employees to access the porch roof of a residential structure only extended about 1 foot above the landing surface, on or about April 24, 2019.  b) 1019-1021 Rutter Ave., Forty Fort, PA: The side rails of a Werner 32 foot extension ladder used by an employee to access the roof of a residential structure only extended about 2 feet above the landing surface, on or about April 24, 2019.  ABATEMENT CERTIFICATION REQUIRED
