29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:   (a)  On or about June 4, 2019, Loewen Construction Inc., as controlling employer, did not ensure that employees of Preciado Concrete LLC, subcontractor, were protected from health hazards when cutting a breaking concrete, by conducting regular and frequent inspections of the job site by a competent person in order to prevent and detect safety and health hazards.
