29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s): On or about July 11, 2019, On the northeast 1st floor exterior corner of a golf course country club under construction located at 951 U.S. Highway 1 in North Palm Beach, Florida, employees were exposed to hazards associated with performing stucco preparation work prior to the employer providing an inspection of the worksite by a competent person to recognize potential hazards and determine the proper materials and equipment needed to perform the work safely.

29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: On or about July 11, 2019, On the northeast 1st floor exterior corner of a golf course country club under construction located at 951 U.S. Highway 1 in North Palm Beach, Florida, employees were exposed to a fall hazard of approximately 3 feet - 7 inches when performing stucco preparation work from mobile scaffolds while the casters and/or wheels were not locked to prevent movement of the scaffold while being used.
