29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) At the Popeye's Garden City jobsite: On or about November 21, 2019, the employer allowed portable ladder(s) to be extended less than (3) feet above upper-landing surfaces, thus exposing employees to fall hazards of up to 18 ft. to the ground.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    a) At the Popeye's Garden City jobsite: On or about November 21, 2019, the employer failed to ensure that workers were fall-protected, in that an employees performing framing activities were at unprotected edges, thus exposed to fall hazards of 18 feet to the ground.    Segovia Framing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1269852, citation number 1, item number 1, and was affirmed as a final order on Feb. 12, 2018, with respect to a workplace located at 2040 Rockledge Rd. NE, Atlanta, GA 30324.
