29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall, was not guarded to eliminate the hazard of impalement.   On the west side of the construction site,  the employer did not ensure all protruding rebars were guarded and or placed in a way as to not expose employees to impalement hazards.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury.   On the north east side of the construction site, the employer did not ensure employees could recognize hazards and taking immediate safety precautions while assigned to working inside a pier where protruding rebar without caps were located.  The employees were exposed to struck-by and impalement hazards.
