Keefe Ave., Milwaukee, WI 53212, the employer did not collect personal samples representative of a full shift for employees performing disassembly and demolition tasks. This exposed employees to lead hazards while disturbing lead dust during disassembly of machinery utilizing processes including cutting with reciprocating saws and acetylene torches. Additionally, any engineering controls  present in the work areas were not designed for the work locations or body positions that existed during the shutdown operations. The lack of representative exposure monitoring for any work performed during the shutdown operations exposed employees to lead hazards of unknown magnitude, and decisions regarding respiratory protection were made by the employer without assessing the true concentrations of airborne lead in the work area.  (b) On and before January 3, 2019, during the shutdown operations occurring at 900 E. Keefe Ave., Milwaukee, WI 53212, the employer did not collect personal samples representative of a full shift for employees performing equipment transportation and washing tasks. This exposed employees to lead hazards while disturbing lead dust while transporting and power washing machinery. The lack of representative exposure monitoring for any work performed during the shutdown operations exposed employees to lead hazards of unknown magnitude, and decisions regarding respiratory protection were made by the employer without assessing the true concentrations of airborne lead in the work area.  (c) On and before January 3, 2019, during the shutdown operations occurring at 900 E. Keefe Ave., Milwaukee, WI 53212, the employer did not collect personal samples representative of a full shift for employees performing equipment packaging tasks. This exposed employees to lead hazards during packing tasks. The lack of representative exposure monitoring for any work performed during the shutdown operations exposed employees to lead hazards of unknown magnitude, and decisions regarding respiratory protection were made by the employer without assessing the true concentrations of airborne lead in the work area.
