29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section.  a) Alabama River Cellulose, Monroeville, Alabama, Product Unit: On February 27, 2020, the host employer exposed its contractors employees (Burke's Mechanical, Inc.) to hazardous energy sources such as, but not limited to, steam or condensate, in that the host employer failed to utilized the proper lockout/tagout procedures for locking out both the "inlet" and "outlet" sides of the Pump Bypass Manual Valve in the product unit area (APP Area 872).
