The top edge height may exceed 45 inches (114 cm), provided the guardrail system meets all other criteria of paragraph (b) of this section (see Figure D-11 of this section).  Mezzanine Stairs Landings: On or about March 15, 2021, two landings on the stairs leading up to the mezzanine had top rails that were measured and found to be approximately 35 inches in height, exposing employees to falls of approximately six feet, four inches and 12 feet respectively.
