29 CFR 1926.20(b)(2): The employer did not instruct each employee in the recognition and avoidance of an unsafe condition and the regulations applicable to horizontal directional drilling operations to control or eliminate any hazards or other exposure to illness or injury:   a. At a temporary horizontal directional drilling worksite located at or near, 1830 Holsonback Drive in Daytona Beach, Florida: On or about March 15, 2021, an employee was exposed to struck by and entanglement hazards, while performing Pullback operations during the installation of a gas pipeline, when the product pipe unexpectedly rotated.
