29 CFR  1926.350(f)(3):  The employer did not ensure that all hose(s) in use, carrying acetylene, oxygen, natural or manufactured fuel gas, or any gas or substance which may ignite or enter into combustion, or be in any way harmful to employees, were inspected at the beginning of each working shift:  a.)	Gulf Coast Dismantling & Salvage, Inc., jobsite located at 200 Stewart Way, Sharon, PA, on or about August 11th, 2021 and times prior thereto: Employees worked with and around oxygen and propane hoses in order to perform cutting operations of metal at the worksite.  Employees were exposed to potential fire and explosion hazards in that, some of the hoses that carried oxygen and propane to the employee work areas were not inspected prior to each work shift.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

Gulf Coast Dismantling & Salvage, Inc., jobsite located at 200 Stewart Way, Sharon, PA, on or about August 11th, 2021 and times prior thereto:  Employees worked around hazardous substances including, but not limited to, oxygen, propane, and various metals during torch cutting operations.  The employer did not have a site-specific written hazard communication program.

29 CFR  1910.1200(f)(6)(ii):  Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical:    a.)	Gulf Coast Dismantling & Salvage, Inc., jobsite located at 200 Stewart Way, Sharon, PA, on or about August 11th, 2021 and times prior thereto:  An approximately 500 gallon liquid propane tank located at north section of the worksite, was not labeled to identify the chemical(s) nor the hazardous properties of the chemical(s) contained within the tank. 29 CFR  1926.52(b): Employees were subjected to sound levels exceeding those listed in table D-2 of 29 CFR 1926.52 and feasible administrative or engineering controls were not utilized to reduce sound levels:   a.)	Gulf Coast Dismantling & Salvage, Inc., jobsite located at 200 Stewart Way, Sharon, PA, on or about August 11th, 2021 and times prior thereto:  Employees were potentially exposed to noise levels exceeding 90 dBA during torch cutting operations of metal at the worksite.  Employees were not protected against noise exposure through the required use of hearing protection including, but not limited to, ear plugs, ear muffs or similar.    ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
