29 CFR  1926.451(e)(1): When scaffold platforms are more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used:   a.  In the Staging Area of a temporary construction worksite located at of near 1013 N Main Street in Trenton, Florida; On or about August 19, 2021, the employer exposed subcontracted employees from JAM Construction to fall hazards ranging from 10 to 13-foot, in that an access ladder for the scaffold system was not used as employees accessed the scaffold to perform brick laying work.
