29 CFR  1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person(s)  a) On or about November 23, 2021,  Anderson Construction, LLC, as a controlling employer, did not ensure that employees of Gonzalez Sheet Metal, subcontractor, were safe from health and safety hazards by conducting effective frequent and regular safety inspections of the jobsite by a competent person, and ensuring hazards, such as but not limited to fall hazards, were identified and mitigated, in that three employees installing metal roofing panels on a three-story residential home, were not utilizing a fall protection system.
