29 CFR 1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed:   a) 200 New York Avenue, Ogdensburg, NY  13669, on or about 7/19/22:  A worker was on an 8-foot step ladder that was leaning against the building facia, without the spreaders out and locked as is the design of this type of ladder.
