29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Worksite, 354 Broadway, Schenectady, New York: On or about October 28, 2022, employees were using an extension ladder to access the second floor of a commercial building approximately 18 feet above the ground. The side rails of the ladder extended approximately 18 inches above the landing zone.
