29 CFR 1910.157(c)(1): Employer did not provide portable fire extinguishers which were mounted, located, and identified, so as to be readily accessible for employee use without subjecting the employees to possible injury. (a) On or about January 25, 2023, employees were exposed to fire hazards when a portable fire extinguisher located outside of the inventory area was obstructed by a roll-container containing store products/stock. (b) On or about January 25, 2023, employees were exposed to fire hazards when a portable fire extinguisher located inside of the electrical panel room was obstructed by stored orange fans. (c) One or about January 25, 2023, employees were exposed to fire hazards when a portable fire extinguisher was not mounted under the fire extinguisher signs in the inventory room.

29 CFR 1910.36(d)(1): Employees were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors. On or about January 25, 2023, and times prior thereto, employees working in the establishment were exposed to fire hazards and delayed exit from other emergencies where both rear exit doors were fastened shut, requiring special knowledge to open. (a) Exit door located near the restroom was secured with a cord tied to a heavy, loaded cart. (b) Exit door located near the inventory room was secured with a lock. The Dolgencorp of Texas, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.36(d)(1), which was contained in OSHA inspection number 1376785, citation number 1, item number 1 and was affirmed as a final order on 7-29-2019, with respect to a workplace located at 7025 US 231, Panama City, FL 32405.
