29 CFR  1926.502(i)(3): All covers shall be secured when installed so as to prevent accidental displacement by the wind, equipment, or employees.   Employees of subcontractor were engaged in roofing activities at a new construction commercial building located at 1120 Ave E, Wisner, NE  68791, and were exposed to fall hazards in that the employees were working in excess of 6-feet while conducting roofing operations near unprotected holes in excess of 37 and ?-inches wide.
